If shipped on your CA permit, the shipments to California can go directly to the consumer with a single shipping fee. There is no minimum order.


For $150 you can get your own California Direct Shippers permit. This includes a non-refundable application fee of $120 and the annual fee of $30, we recommend you get the CA permit. Your account will provide the reporting details. The link to form ABC 248, including instructions.


  1. Copy & Paste this URL into your browser: https://www.abc.ca.gov/licensing/license-forms/
  2. Pick License 248 to apply for type 82 permit.
  3. $30.00 annually ($150 to apply) (ABD 916-419-1319 Licensing)
  4. Go to https://onlineservices.cdtfa.ca.gov/_/ and register for sales and use tax. (No Cost)

  5. Select “Register a New Business Activity”(California Dept. of Tax & Fee Administration and Sales & Use Tax Board of Equalization)

  6. Obtain permit: 916-227-6700

  7. At the end of that application on the submissions page it will tell you “don’t forget to complete your registration” and will provide a hyperlink (last word in the first paragraph) where you register for the alcohol account. At no extra fee.

  8. In order to register your alcohol account, YOU MUST CALL. You cannot complete registration for the permit online. Call 800-400-7115 and select the prompt for “Special Taxes Registration” (options 1, 7, 2, 3, 5, #). That will get you to the correct person who will manually adjust and release your submission to move forward. (no cost)

Producers Outside of California

CA Excise Tax is required to be reported online. The PDF that we provide is for informational purposes to help you when filing online.

Please note that shipping direct to a consumer is NOT considered an "Import" into CA, therefore you are not required to fill out the Schedule of Imports. Instead, when asked if you imported into CA, you answer No. This will enable you to complete only line 3 of the online filing “Out-of-State Winegrowers - Shipped directly to CA residents under wine direct shipper permit”.


NOTE: California recognizes Vinoshipper as a Marketplace Facilitator.

  • Vinoshipper is responsible for collecting and remitting CA Sales Tax for sales made via VinoShipper.
  • You will still need to submit a CA Sales Tax Return with zero net sales dependent upon the state.
  • You remain responsible for reporting and paying Sales Tax for transactions processed outside of Vinoshipper if you are a Multi-Channel Seller. Multi-Channel Sellers are those that sell through various online channels, from the tasting room or from other taxable locations.
  • You remain responsible for reporting and paying the Excise Tax on these transactions.
